Yes! There's new features and bug fixes being added quite often! Everyone is working towards releasing a stable build of 1.3, but there are still some things which need to be done, regressions which need to be fixed. I think LV2 support is planned to be completed before 1.3 can be released. Development has definitely sped up recently, but it's still going to take time. Maybe in a few months? (That's a bit optimistic--but hopefully sometime this year!)
If you want to try out any of the new features, you can always download the nightly build! Just be make sure to back up any projects you open with it, since 1.3 saves are not compatible with 1.2.2.

hi, yes and very active. soon to release new official. One little remark though. Nightly is only for active bug-hunting, and it should not be used as a production-DAW
It is fine to install Nightly, but do it on a different drive, then it wont interfere with your production-version.
1.3-Alpha is fine for production now
